Government actions can only take place if the disease has been spotted, has enough attention being brought to it, and the countries' government has not fallen. The stats affected by government actions include*
- Infectivity - Chance of disease being spread.
- Severity - Affects the chance of a higher cure budget and less time required to research the cure.
- Lethality - Average death rates.
- Public order - Changes City Cam, and affects how stable the target country is.
- Corpse transmission - Affects infectivity bonus from corpses.
- Cure funding - Affects how much the selected country can contribute towards the cure.
- Combat strength - Affects humanity's ability to kill zombies.
- Ape lethality - Affects the rate at which apes are killed off in the current country.

These actions are presented in most of the scenarios and plagues in the game, which are basic procedures that governments will take when the disease starts to become more and more serious.
Corpse Disposal Actions
When the player's disease starts to kill more and more people in a specific country, governments will take the measure of isolating the bodies of those who died from the disease to avoid further contagion and protect healthy people. As the disease kills a higher percentage of people in a certain country, the governments will take very drastic measures regarding the disposal of the bodies, so much so that the public order of the country will decrease somewhat due to these actions.

Environmental Transmission Actions
In the event that the player evolves certain transmissions, the governments of different countries will try to isolate the population from all sources of infection of the disease, such as distributing bottled water to prevent healthy people from consuming contaminated water or distributing face masks to prevent airborne transmission. As the disease becomes much more serious, governments around the world will use drastic measures to avoid any contagion, such as closing water supplies and closing public buildings to avoid crowds, which will cause public order to be reduced in the country.

In the event that the player evolves transmissions related to certain animals, the governments of different countries will begin to isolate the population of those animals, and in the event that the disease becomes very serious, they will begin to eradicate the entire population of infected animals in the nation, which will cause small reductions in public order.

Transportation Actions
In the event that the world begins to worry about the spread of a disease, governments will gradually begin to close different access routes to the country, such as airports and seaports, and even borders if they deem it necessary. Some scenarios such as Who Cares and Created Equal alter the priority values of these actions to have them implemented earlier or later in the game.

Healthcare & Research Actions
Governments of different countries will occasionally undertake certain initiatives in order to strengthen the health system and ensure disease prevention, such as establishing trauma centers or conducting national blood testing programs.
In addition, among these government actions are those of Research Funding, these add a blue flask, which represents the research work of the cure contributed by a country. Depends on the country's cure priority and cannot excede their maximum allowed flasks. Every Research Funding level is irrelevant the more flasks become destroyed.

Society Stability Actions
In the event that the disease becomes too lethal and begins to wipe out a large part of a country's population, governments will begin to take much more drastic measures to maintain control, such as declaring a national emergency or shutting down mobile networks.
In the case that a country's government falls, public order will be greatly reduced and the country will enter into chaos, causing all progress for the cure to be halted in this territory. In addition, some factors such as infectivity, severity and lethality will increase considerably in the country. When the government collapses the land borders will be opened again. Alternatively, if a cure is discovered and the population recovers, the governments of some of the countries that were most affected by the disease may still fall. Additionally, there is a slight variation of this action/event, in which if the disease has rapidly killed the entire population of a country, the game will display a different message which is "Government has collapsed".

Special Plagues
Neurax Worm
The special plague type of Neurax Worm presents symptoms that help control the brain of those infected. In countries with large numbers of infected people, as different symptoms evolve, the disease can alter the sense of society by causing them to do maniacal or dangerous things that will help to deteriorate public order in that country.
Necroa Virus
In the special plague of the Necroa Virus, the government's actions mainly consist in strengthening the country's armed forces and arming the civilian population in order to combat the zombified population. Occasionally, country governments will alert the population in which areas are considered hostile or dangerous such as urban and rural areas in addition to refugee camps and hospitals.
Simian Flu
The government actions in Simian Flu are mainly based on the interactions between the human population and the apes, in which during most of the game, the humans will try to track and hunt down the ape population because they are responsible for spreading the disease and finding a cure based on the apes' corpses. Unlike earlier diseases, government actions can now increase the local danger of an area due to the breakdown of public order, indirectly resulting in increased casualties.
Shadow Plague
Shadow Plague's government actions are strongly related to arming the civilian population to stop the vampire, as well as being based on methods of containing vampires in various works of fiction such as the use of garlic and wooden stakes as a weapon of defense.
