Shadow Plague features a variety of government actions as human populations face vampire attacks ranging from the purchase of garlic and holy water to the use of weapons. In addition, as countries report cases of disease infections, the population as well as the government will attempt everything possible in order to contain the outbreak, even going so far as to change the human rights act to allow executions of those infected as well as the killing of any animal species that possesses the disease.

Shadow Plague disease has several zoonotic transmissions that can affect populations ranging from bat species to canine species such as wolves and dogs. Should the player evolve any of these transmissions, governments will attempt to legalize the hunting of affected species to the point of extermination in order to protect the population from becoming infected.

Outbreak Control Actions
The governments of several affected countries will try everything possible to try to isolate the outbreaks in certain specific areas, even taking diastrophic measures such as executing groups of infected people or even bombing the cities that have been affected by the outbreak. Although this reduces infectivity as well as the possibility of healthy people becoming infected, it will increase the likelihood of people dying in the country, making it much easier for public order to break down.

At the beginning of the game, as the country begins to report more and more individual vampire murders, the government will become much more vigilant in identifying the attacks and will do everything in its power to hunt down the people associated with the blood cult crimes, even using the country's armed forces to stop the murders.

Templar Actions
There is a possibility that in certain countries Templar Command Bases, a defence organisation tasked with protecting the civilian population from vampires, will be established, the moment the commandos are activated, the country's security measures will be greatly increased.
In the event that the country's government falls, Templar will take over the role of the new government and take full control of the armed forces as well as the laboratories for the development of a cure for the disease.

Shadow Slaves Actions
Shadow Slaves is a special symptom in Shadow Plague, where through mind control the vampire can alter the behaviour of humans. It provokes a host of drastic governmental actions aimed at serving the vampires such as compulsory blood donations, blood extermination as well as the worship of bats. In addition to any kind of technology that could help manufacture a cure.
In order for these actions to be executed, they require that the majority of the country has already been affected with the disease.
