Who Cares is a scenario. In this scenario, poor countries are reduced in their ability to detect and research a Cure for the player's disease, thus reducing difficulty.

Its opposite is Created Equal, which increases the ability of poor countries to do the above.

Notable Changes

One of the crucial changes in this scenario is about alterations in the importance of countries, which determines how concerned the world's population will be if it starts in a certain place. In this scenario, poor countries and to some extent middle class countries lose importance, which means that the world population will be less concerned if an outbreak starts in those regions, but instead, rich countries increase in importance, so in the event that the disease reaches them, more drastic measures will be taken.
