Temporal Lobe Manipulation is a Tier 8 symptom exclusive to the Necroa Virus DLC. By affecting the zombie's temporal lobe to be attracted to movement, zombies will abandon victims once the victims are killed which increases the likelihood of prey becoming a zombie themselves.
