It will still try to hack through to other countries, and even if it doesn't have this ability, it would still be able to spread to a new country, just alot slow because it would have to find a database or computer that was hooked up to another country or got taken to another country, Like in an airplane's or boat's computer, or in a travellers laptop, Ipad, etc. Maybe someone should post this stuff on twitter @pandemic, and if it sets off a bioweapon, or realeases smallpox, you can contoll that too.
