For some reason, the Brexit achievements can be unlocked through any plague. One time I was playing Bacteria on Brutal. I started on Saudi Arabia, evolved Air 1, Anemia, Hemophilia, Coughing, and Sneezing. 2 in-game months later, it told me about UK planning for a brexit.
