- Use the "Global Research Treaty" and "Global Manufacturing Treaty" operations.
- You have to wait for a pop-up to appear, this is random, so sometimes it will not appear, this pop-up will say a message about cooperation in the vaccine development process.
- After this pop-up appears, Non-Compliance will decrease.
