Debt Relief is a Cure Mode operation, which allows the Targeted Economic Aid special ability to be more effective. This operation serves the purpose of forcing countries where a large part of the population doesn't comply with quarantine to start taking outbreak seriously.[1]
Additionally, this operation is useful to contain and isolate parasite outbreaks in specific areas.[2]
