I'd put spamming at 3 days after warning and all vandalism blocks should be based on severity and how many vandal edits where done by the user.

For once he has a valid point as I use the same system on my other gaming wikis to monitor vandalism based on their user's actions and Personailty kinks that may help or hinder the wiki.
